Bradley Loewen published his article “Municipal amalgamation or innovation?” in Postimees, the main newspaper in Estonia. In the article Bradley expresses his opinion on the current administrative reform/municipal amalgamation process, its failure to address regional disparities, and the opportunity for a new innovative policy approach.
